Standard Communications, Inc. (SCI) was initially formed in the State of Utah in 1995 to assist with the transition from FTS to FTS2001. In 2001, John Molière bought out his Utah based partners and reincorporated in the Commonwealth of Virginia as a Service Disabled Veteran Owned Small Business with the clear intent of serving the Federal Government in a variety of Telecommunications and Integration projects. Federal Experience. Although, SCI has provided support to the DOD, the Executive Office of the President, the SEC, DOE, DOI, U.S. Courts, and GSA, its most notable work has been SCI’s support of the Department of Veterans Affairs. In 2004-05 SCI installed PBXs at the VA Medical Centers in Manchester, NH; Boston, West Roxbury, Brockton, MA and the out Patient Clinics in Lowell and Worcester, MA. These were extremely complex communications projects bring 13,000 new Direct Inward Dialing (DID) circuits in three separate Exchange Codes and in three new overlay Area Codes to operate with 5-digit dialing. These projects entailed Planning, Design, Engineering, Integration, Interface with the Local Exchange Carrier (LEC), Verizon and the FTS2001 Carrier, Sprint. Over 10,000 VA employees and Medical School Students (Harvard, Boston University, Tufts University) were trained. A variety of software including Voice Mail and Pharmacy Refill and a host of others were integrated tested and cutover to the new system. From that point forward to today, SCI maintains on going support services beginning with a Help Desk and a staff of technicians to resolve problems and to accommodate Moves, Adds and Changes commonly referred to as MAC work.

SCI was the prime contractor for the Full and Open Competition held for the Boston Health Care (17 other competitors) and Manchester (16 other competitors) projects. AmeriCom Voice and Data was a significant subcontractor under the able leadership of its President, Steve Mannarino. The two firms worked so well together we decided to form a new company that would be the Services Delivery component of Standard Communications, Inc. We called the new company Standard Federal Corporation (SFC) with John P. Molière as President, CEO and majority owner, Steve Mannarino, Senior Vice President, COO in charge of Operations and Bob Waizenegger, Vice President AF&M, CFO in charge of Administration, Finance and Management.

SFC promptly secured a special relationship with NEC Unified Solutions as an authorized reseller of NEC hardware and equipment addressing the federal market.

In 2005-06 a similar project, but even larger in scope was done for the VA in the state of Michigan at the VAMCs in Battle Creek, Saginaw and Ann Arbor and at the OPC in Grand Rapids and ten other sites in Michigan. These new communications facilities were then integrated with the existing VAMCs at Indianapolis, Ft. Wayne and Marion, IN; Detroit, MI; and Danville, IL.

In 2007-08 the SCI VA projects have been scattered around the country at the VAMCs in Northampton, MA; Sheridan, WY, Murfreesboro, TN and Salisbury, NC.

In April 2008, lightning struck the VAMC in Richmond, VA taking out the surge suppressors, the Inverter/rectifier and scorching the PBX backplane and several cards. SCI was called in on an emergency basis to repair the existing PBX, maintain its diminished operation, install a small PBX for critical circuits only and replace the old PBX with a state-of-the art PBX with extensive VOIP capability. This is normally a project that takes four to six months.

Considering that this is the largest PBX in the VA inventory, and this entire requirement was fulfilled in two weeks, we firmly believe the only way this could have been accomplished is by digging in and using small unit battlefield decision tactics and methods. SCI has been awarded a five year contract to provide on-going Help Desk and MAC work for this facility supporting over 3500 users.

In October 2007, SCI was awarded a contract to provide Help Desk and MAC support to the VAMCs and their associated OPCs in Kansas and another to provide Help Desk and MAC support to the VAMCs and their associated OPCs in Missouri. Before long, SCI secured support services and maintenance contracts with the VAMCs in Columbia, MO and Wichita, KS.

Concurrently with this growth in our PBX practice, Standard Communications, Inc. under the leadership of John Molière maintains an active role in supporting the SDVOSB initiative in many quarters. Meanwhile SCI continues to grow its classified, IT and electronic commerce and data circuit business practice under Bob Waizenegger.
